Cambodia Students Online: The Japanese Grant Aid for Human Resource Development Scholarship (JDS)-Cambodia

The Japanese Grant Aid for Human Resource Development Scholarship (JDS) program has been started in the Kingdom of Cambodia since 2000. Up to day, total of 248 fellows have been sent to Japan under the program.
The objective of JDS Program is to support human resource development of Cambodia, targeting highly capable, young government officials who are expected to engage formulating and implementing social and economic development plans and becomes leaders after earning Master's degree (English course) in Japan.
The JDS program is now inviting potential applicants who understand its aims and are interested in 1-2.5 year master degree program at Japanese accepting universities for the academic year 2012-2013.The program will be instructed in English. The number of dispatches is 24 per year.

Sub-Program/ Component and Accepting University

The JDS program consists of "Sub-Program" and "Component" as the priority field of study, which correspond to and deal with the target priority issues for the social and economic development of the Kingdom of Cambodia. The fellows of the JDS program in the Kingdom of Cambodia are selected from the "Target Organizations" whose mission is closely related to the "Sub-Program" and "Component". This approach gives its most importance on "Selection and Concentration" on the target priority development issues, securing further effectiveness and efficiencies of the program.

Eligible Applicants

* 1. Citizen of Cambodia;
* 2. Between the age of 22 and 39 as of April 1, 2012;
* 3. Required at least two years of work experience including a period of probation as full-time employee in the target organizations;
* 4. Has bachelor's degree;
* 5. Has a good command of both written and spoken English (TOEFL score of 500 / IELTS 5.5 or higher is preferred but not required);
* 6. Has not been obtained Master's degree under the support of foreign scholarship;
* 7. Applicants must not be serving in the military.

The Fulbright Program is the largest and most acclaimed international exchange program in the world. As a part of this world-wide program, the Cambodia-U.S. Fulbright Program is an official educational exchange between the people of Cambodia and the United States "to provide exchange in educational fields based on equality, reciprocity and mutual benefit." Under the program's auspices, Cambodian and American educators, researchers, professionals and students pursue study, research and teaching in each other's countries.

The flagship international educational program sponsored by the United States Government, the Fulbright Program is designed to "increase mutual understanding between the people of the United States and the people of other countries..." With this goal, the Fulbright Program has provided more than 250,000 participants - chosen for their academic merit and leadership potential - with the opportunity to study and teach in each other's countries, exchange ideas and develop joint solutions to address shared concerns.

The Fulbright Program was established in 1946 under legislation introduced by former Senator J. William Fulbright of Arkansas. Since its inception more than fifty years ago 255,000 "Fulbrighters," 96,400 from the United States and 158,600 from other countries, have participated in the Program. The Fulbright Program awards approximately 4,500 new grants annually.

The primary source of funding for the Fulbright Program is an annual appropriation by the United States Congress. The Humphrey Fellowship grants provide round-trip transportation to the United States, tuition fees and living expenses for full-time study. Grant provisions do not include financial support for dependents.

Scholarships to study in NZ triple

OPPORTUNITIES for Cambodian students to study in New Zealand have now tripled, with 30 new postgraduate scholarships to the nation’s universities now being offered from next year.

The threefold increase in scholarships was announced in Phnom Penh by New Zealand ambassador Bede Corry at the first reception staged to welcome Cambodians who have studied in New Zealand.

Corry also announced a new English language training course for senior government officials. The first batch of five senior officials to study under the programme are about to leave for their one-month placements.

This gives them the chance to improve their English and build important links with their New Zealand counterparts, said Dr Phoeurng Sakona, Minister for Education, Youth and Sport.

Twenty officials a year study in New Zealand for up to five months under a scheme to upgrade their competence in English and improve cultural and regional cooperation. The scheme has been running for nearly 20 years, building key links between government officials in both countries.

New Zealand ASEAN Scholars Awards (NZAS) were introduced in Cambodia in 2005, giving students the chance to complete postgraduate studies in Auckland, Wellington, Christchurch, Dunedin or at one of the many other world-class universities in the country.

Over the past five years, New Zealand has invested more than US$5.5 million in schemes to improve human resources development in Cambodia, said the ambassador.

“Education is important in itself. But it assumes even greater importance as our region and our world changes around us,” said Corry.

“And it’s not just those with scholarships who can choose to study in New Zealand. IDP is now providing counselling for study in New Zealand. Let’s help others benefit from a New Zealand education and become part of this wonderful alumni network that is our Kiwi family in Cambodia,” he added.

Under the scholarships, successful recipients get financial help for tuition fees, living costs and airfares to New Zealand.

Nearly half have so far been given to women, noted Phoeurng Sakona. “I am even more delighted to know that the education sector has received the most NZAS awards compared to other sectors,” she added.

“We need more women with equitable access to education to further the socio-economic development of Cambodia. We need more teachers, trainers and professors with world-class qualifications to pass on their well-rounded knowledge and skills to the younger generation,” said the minister.

Germany: DAAD Master's Scholarship in Conflict Studies and Management Programme (CSMP)

Within the Master of Public Policy (MPP) at the Brandt School a specialisation in Conflict Studies and Management (CSM) is offered as a selective track. The MPP is a two-year, practice-oriented degree programme taught in English and designed for students seeking a career in the public or non-profit sector. During their course of studies, students learn to understand the theoretical underpinnings of political processes and develop critical, analytical and practical abilities. For this purpose, the core curriculum combines quantitative and qualitative approaches to public policy-analysis with elements dedicated to the advancement of personal skills and systematic practical training.

The specialisation in CSM provides students with a sound theoretical basis for analysing contemporary conflicts and developing policy responses to them. Furthermore, it conveys practical skills to assess policy interventions critically and develop approaches to conflict resolution.

Thus, in line with the special focus of a public policy school, the Brandt School looks at conflict studies and management with a special interest in how policy-making and public policy as a research perspective (discipline) need to be re-thought in the context of conflict management and post-conflict reconstruction efforts. In particular, the role of governments, international actors and NGOs as policy-makers in conflict areas, fragile states and war-torn countries will be considered in the CSMP.

The MPP specialising in CSM is designed for students with an academic background in international relations, political sciences and the wider social or human sciences with a proven interest or practical experience in the fields of post-conflict-management and reconstruction, peace building, institutional development and governance, regional security (esp. developing frameworks for regional security architectures), conflict resolution or terrorism.

The MPP specialising in CSM

• Provides a coherent overview of conflict studies and conflict management theory and practice;
• Provides different theoretical frameworks that may be used to organise historical knowledge and interpret contemporary policy-making;
• Examines theories and models of state-, institution-, and peace-building, and evaluates attempts to manage, resolve, or transform conflicts;
• Provides an ambitious example of the manner in which the multi-disciplinary approach of public policy associated with conflict studies can overcome the limitations of studying conflict through any single disciplinary lens.

Master’s Scholarships

The Master’s Scholarships are awarded for the normal duration of the Master’s course (2 years) with an additional German language course of generally 6 months before the beginning of studies. All scholarships will initially be awarded for a maximum of 12 months and can be extended for another year upon application.

DAAD pays a monthly scholarship rate of currently 750 €. The scholarship also includes contributions to health insurance in Germany. In addition, DAAD grants an appropriate travel allowance as well as a study and research subsidy and in applicable cases rent subsidies and / or family allowances.

The scholarship holders will be exempted from tuition fees. They will be offered special tutoring at the Brandt School, and there is the possibility of further activities.

Application Requirements

Applications are open to candidates from countries in the Middle East, Central Asia, South Asia, South East Asia, Africa and Latin America (List of countries).

At the time of their application, applicants for a CSMP Master’s scholarship must

• have completed their studies with a Bachelor’s degree or equivalent (excellent or very good) in one of the following areas: International Relations, Peace and Conflict Studies/War Studies, International Law, Area Studies, Political Sciences with concentrations in conflict studies or conflict regions. Highly qualified applicants with different academic backgrounds who demonstrate at least two years practical experience in the field are also eligible.
• have excellent knowledge of English; please provide evidence of this by submission of appropriate language certificates (e.g. TOEFL: 550/213/80); knowledge of German is advantageous, but not required.
• in general have completed their Bachelor’s degree in the last six years.
• two years professional experience would be an asset.
• Applicants cannot be considered if they have been in Germany for more than one year at the time of application.

• Recent language certificates giving evidence of the level of proficiency in English (TOEFL, IELTS) and if applicable in German. Please make sure to register in time for the respective tests. Fees for obtaining such certificates are considered as a personal career investment and will not be reimbursed.
• Two letters of recommendation by university professors and/or current or former employers;
• Officially authenticated copies of all certificates.

Every year, the International WaterCentre (IWC) offers scholarships to a small number of excellent candidates who are accepted into the IWC Master of Integrated WaterManagement (MIWM). These scholarships are awarded to applicants who clearly demonstrate potential to become water leaders of the future.

About the Master of Integrated WaterManagement

The Masters program is custom-designed by leading practitioners and academics from a range of disciplines from four leading universities in Australia.

The program takes a whole-of-water-cycle approach and equips students with the integration, leadership and managerial skills to become part of an elite group of water leaders with sustainable and holistic solutions to global water and climate change challenges.

The program starts in February (Semester 1) at The University of Queensland, Brisbane.

Scholarship value

• Full-tuition fee ($41,520) for full-time or part-time/distance** study of the Master of Integrated Water Management
• Partial-tuition fee* for full-time or part-time/distance** study of the Master of IntegratedWater Management
• Overseas Student Health Cover (OSHC) for international students

Note: the scholarships do not include travel, accommodation, field work, or living costs. These costs will be the responsibility of successful recipients.

Who can apply

The scholarships are available to eligible Australian/New Zealand citizens, Australian permanent residents and international applicants to study the IWC Master of IntegratedWater Management (MIWM) program which begins in February 2012 (Semester 1).

Entry requirements

To apply for the scholarship, you must also apply for the MIWM program. Both applications must be received by 1 August 2011.

To apply for the MIWM program, you will need:

• A completed undergraduate degree in a related field of study from an internationally-recognised institution.
• Demonstrated English language proficiency
• Two years practical experience in a related field is preferred but not essential.

Please note that the scholarship is only available to study the IWC Master of Integrated WaterManagement. It is not available for the IWC Graduate Diploma/Certificate programs or for any other program offered by UQ or any other institutions.

Selection Criteria

Typically, successful scholarship candidates will possess an excellent academic record and several years of relevant professional experience. The IWC selection panel will use the following selection criteria when assessing scholarship applications:

• Academic record: an excellent academic record and a likelihood of success in further study.
• Professional record: relevant employment experience, achievements, membership of professional bodies and professional references.
  
• Commitment to the whole-of-water cycle, integrated and interdisciplinary approaches to water management.
• Leadership qualities including collaboration and team work, flexibility, initiative, communication skills, integrity and vision through professional, educational, community and other achievements.
  
• Potential outcomes: the likelihood of positive impacts on the individual and the watersector from participating in the MIWM Program.
