Cambodia Students Online: The Japanese Grant Aid for Human Resource Development Scholarship (JDS)-Cambodia

The Japanese Grant Aid for Human Resource Development Scholarship (JDS) program has been started in the Kingdom of Cambodia since 2000. Up to day, total of 248 fellows have been sent to Japan under the program.
The objective of JDS Program is to support human resource development of Cambodia, targeting highly capable, young government officials who are expected to engage formulating and implementing social and economic development plans and becomes leaders after earning Master's degree (English course) in Japan.
The JDS program is now inviting potential applicants who understand its aims and are interested in 1-2.5 year master degree program at Japanese accepting universities for the academic year 2012-2013.The program will be instructed in English. The number of dispatches is 24 per year.

Sub-Program/ Component and Accepting University

The JDS program consists of "Sub-Program" and "Component" as the priority field of study, which correspond to and deal with the target priority issues for the social and economic development of the Kingdom of Cambodia. The fellows of the JDS program in the Kingdom of Cambodia are selected from the "Target Organizations" whose mission is closely related to the "Sub-Program" and "Component". This approach gives its most importance on "Selection and Concentration" on the target priority development issues, securing further effectiveness and efficiencies of the program.

Eligible Applicants

* 1. Citizen of Cambodia;
* 2. Between the age of 22 and 39 as of April 1, 2012;
* 3. Required at least two years of work experience including a period of probation as full-time employee in the target organizations;
* 4. Has bachelor's degree;
* 5. Has a good command of both written and spoken English (TOEFL score of 500 / IELTS 5.5 or higher is preferred but not required);
* 6. Has not been obtained Master's degree under the support of foreign scholarship;
* 7. Applicants must not be serving in the military.

The Fulbright Program is the largest and most acclaimed international exchange program in the world. As a part of this world-wide program, the Cambodia-U.S. Fulbright Program is an official educational exchange between the people of Cambodia and the United States "to provide exchange in educational fields based on equality, reciprocity and mutual benefit." Under the program's auspices, Cambodian and American educators, researchers, professionals and students pursue study, research and teaching in each other's countries.

The flagship international educational program sponsored by the United States Government, the Fulbright Program is designed to "increase mutual understanding between the people of the United States and the people of other countries..." With this goal, the Fulbright Program has provided more than 250,000 participants - chosen for their academic merit and leadership potential - with the opportunity to study and teach in each other's countries, exchange ideas and develop joint solutions to address shared concerns.

The Fulbright Program was established in 1946 under legislation introduced by former Senator J. William Fulbright of Arkansas. Since its inception more than fifty years ago 255,000 "Fulbrighters," 96,400 from the United States and 158,600 from other countries, have participated in the Program. The Fulbright Program awards approximately 4,500 new grants annually.

Fulbright Alumni include Nobel and Pulitzer Prize winners, governors and senators, ambassadors and artists, prime ministers and heads of state, professors and scientists, Supreme Court Justices, and CEOs.

The primary source of funding for the Fulbright Program is an annual appropriation by the United States Congress. Fulbright Senior Specialists Program

The Fulbright Senior Specialists Program provides short-term grants of two to six weeks for U.S. faculty and professionals to collaborate on curriculum and faculty development, institutional planning and a variety of other activities with their host institution(s). To be eligible for an award, the scholar must first apply to be included in the Fulbright Senior Specialist Program Roster. The potential host university must then initiate an award application requesting a specialist for a particular project. This Fellowship brings accomplished mid-level professionals to the United States for a year of academic and professional work. The Hubert H. Humphrey Fellowship is a one-year, non-degree program of combined academic and professional training for accomplished mid-level professionals who demonstrate strong potential for leadership. * Demonstrate the required experience, skills, and commitment while also indicating how they can benefit from this program in ways that they have not already experienced.

Persons are not eligible if they are:

* Recent university graduates, even if they have significant positions.
* University teachers with no management responsibilities.
* Individuals who have attended a graduate school in the U.S. for one academic year or more during the seven years prior to August 2011.
* Individuals with other recent U.S. experience (more than six months during the five years prior to August 2011).


The Humphrey Fellowship grants provide round-trip transportation to the United States, tuition fees and living expenses for full-time study. Grant provisions do not include financial support for dependents.

Applicants who do not already have an official TOEFL score of 525 or above should plan to take the TOEFL Institutional Testing Program (ITP) on July 16, 2011 at the Royal University of Phnom Penh. Registration for the ITP is available through the Educational Advising Center at RUPP from Monday-Friday, with a registration deadline of July 9, 2011. Scholarships to study in NZ triple

OPPORTUNITIES for Cambodian students to study in New Zealand have now tripled, with 30 new postgraduate scholarships to the nation’s universities now being offered from next year.

The threefold increase in scholarships was announced in Phnom Penh by New Zealand ambassador Bede Corry at the first reception staged to welcome Cambodians who have studied in New Zealand.

Corry also announced a new English language training course for senior government officials. The first batch of five senior officials to study under the programme are about to leave for their one-month placements.

This gives them the chance to improve their English and build important links with their New Zealand counterparts, said Dr Phoeurng Sakona, Minister for Education, Youth and Sport.

Twenty officials a year study in New Zealand for up to five months under a scheme to upgrade their competence in English and improve cultural and regional cooperation. The scheme has been running for nearly 20 years, building key links between government officials in both countries.

New Zealand ASEAN Scholars Awards (NZAS) were introduced in Cambodia in 2005, giving students the chance to complete postgraduate studies in Auckland, Wellington, Christchurch, Dunedin or at one of the many other world-class universities in the country.

Over the past five years, New Zealand has invested more than US$5.5 million in schemes to improve human resources development in Cambodia, said the ambassador.

“Education is important in itself. But it assumes even greater importance as our region and our world changes around us,” said Corry.

“And it’s not just those with scholarships who can choose to study in New Zealand. IDP is now providing counselling for study in New Zealand. Let’s help others benefit from a New Zealand education and become part of this wonderful alumni network that is our Kiwi family in Cambodia,” he added.

Under the scholarships, successful recipients get financial help for tuition fees, living costs and airfares to New Zealand.

Nearly half have so far been given to women, noted Phoeurng Sakona. “I am even more delighted to know that the education sector has received the most NZAS awards compared to other sectors,” she added.

“We need more women with equitable access to education to further the socio-economic development of Cambodia. We need more teachers, trainers and professors with world-class qualifications to pass on their well-rounded knowledge and skills to the younger generation,” said the minister.

Germany: DAAD Master's Scholarship in Conflict Studies and Management Programme (CSMP)

Within the Master of Public Policy (MPP) at the Brandt School a specialisation in Conflict Studies and Management (CSM) is offered as a selective track. The MPP is a two-year, practice-oriented degree programme taught in English and designed for students seeking a career in the public or non-profit sector. During their course of studies, students learn to understand the theoretical underpinnings of political processes and develop critical, analytical and practical abilities. For this purpose, the core curriculum combines quantitative and qualitative approaches to public policy-analysis with elements dedicated to the advancement of personal skills and systematic practical training.

The specialisation in CSM provides students with a sound theoretical basis for analysing contemporary conflicts and developing policy responses to them. Furthermore, it conveys practical skills to assess policy interventions critically and develop approaches to conflict resolution.

Thus, in line with the special focus of a public policy school, the Brandt School looks at conflict studies and management with a special interest in how policy-making and public policy as a research perspective (discipline) need to be re-thought in the context of conflict management and post-conflict reconstruction efforts. In particular, the role of governments, international actors and NGOs as policy-makers in conflict areas, fragile states and war-torn countries will be considered in the CSMP.

The MPP specialising in CSM is designed for students with an academic background in international relations, political sciences and the wider social or human sciences with a proven interest or practical experience in the fields of post-conflict-management and reconstruction, peace building, institutional development and governance, regional security (esp. developing frameworks for regional security architectures), conflict resolution or terrorism.

The MPP specialising in CSM

  • Provides a coherent overview of conflict studies and conflict management theory and practice;
  • Provides different theoretical frameworks that may be used to organise historical knowledge and interpret contemporary policy-making;
  • Examines theories and models of state-, institution-, and peace-building, and evaluates attempts to manage, resolve, or transform conflicts;
  • Provides an ambitious example of the manner in which the multi-disciplinary approach of public policy associated with conflict studies can overcome the limitations of studying conflict through any single disciplinary lens.

Master’s Scholarships

The Master’s Scholarships are awarded for the normal duration of the Master’s course (2 years) with an additional German language course of generally 6 months before the beginning of studies. All scholarships will initially be awarded for a maximum of 12 months and can be extended for another year upon application.

DAAD pays a monthly scholarship rate of currently 750 €. The scholarship also includes contributions to health insurance in Germany. In addition, DAAD grants an appropriate travel allowance as well as a study and research subsidy and in applicable cases rent subsidies and / or family allowances.

The scholarship holders will be exempted from tuition fees. They will be offered special tutoring at the Brandt School, and there is the possibility of further activities.

Application Requirements

Applications are open to candidates from countries in the Middle East, Central Asia, South Asia, South East Asia, Africa and Latin America (List of countries).

At the time of their application, applicants for a CSMP Master’s scholarship must

  • have completed their studies with a Bachelor’s degree or equivalent (excellent or very good) in one of the following areas: International Relations, Peace and Conflict Studies/War Studies, International Law, Area Studies, Political Sciences with concentrations in conflict studies or conflict regions. Highly qualified applicants with different academic backgrounds who demonstrate at least two years practical experience in the field are also eligible.
  • have excellent knowledge of English; please provide evidence of this by submission of appropriate language certificates (e.g. TOEFL: 550/213/80); knowledge of German is advantageous, but not required.
  • in general have completed their Bachelor’s degree in the last six years.
  • two years professional experience would be an asset.
  • Applicants cannot be considered if they have been in Germany for more than one year at the time of application.

  • Motivation Letter containing a precise description of the applicant’s academic / professional and personal reasons for wishing to participate in the programme;
  • Full Curriculum Vitae including information about precise field of study and, if applicable, description of job or voluntary experience;
  • Recent language certificates giving evidence of the level of proficiency in English (TOEFL, IELTS) and if applicable in German. Please make sure to register in time for the respective tests. Fees for obtaining such certificates are considered as a personal career investment and will not be reimbursed.
  • Two letters of recommendation by university professors and/or current or former employers;
  • Officially authenticated copies of all certificates.

Australia: IWC Water Leader Scholarships

Every year, the International WaterCentre (IWC) offers scholarships to a small number of excellent candidates who are accepted into the IWC Master of Integrated WaterManagement (MIWM). These scholarships are awarded to applicants who clearly demonstrate potential to become water leaders of the future.

About the Master of Integrated WaterManagement

The Masters program is custom-designed by leading practitioners and academics from a range of disciplines from four leading universities in Australia.

The program takes a whole-of-water-cycle approach and equips students with the integration, leadership and managerial skills to become part of an elite group of water leaders with sustainable and holistic solutions to global water and climate change challenges.

The program starts in February (Semester 1) at The University of Queensland, Brisbane.


Scholarship value

  • Full-tuition fee ($41,520) for full-time or part-time/distance** study of the Master of Integrated Water Management
  • Partial-tuition fee* for full-time or part-time/distance** study of the Master of IntegratedWater Management
  • Overseas Student Health Cover (OSHC) for international students

Note: the scholarships do not include travel, accommodation, field work, or living costs. These costs will be the responsibility of successful recipients.

* The selection committee will make a decision as to which recipients will receive a full or partial tuition scholarship.

** Part-time/distance study option is available only to Australian/NZ citizens and Australian permanent residents.

Who can apply

The scholarships are available to eligible Australian/New Zealand citizens, Australian permanent residents and international applicants to study the IWC Master of IntegratedWater Management (MIWM) program which begins in February 2012 (Semester 1).


Entry requirements

To apply for the scholarship, you must also apply for the MIWM program. Both applications must be received by 1 August 2011.

To apply for the MIWM program, you will need:

  • A completed undergraduate degree in a related field of study from an internationally-recognised institution.
  • Demonstrated English language proficiency
  • Two years practical experience in a related field is preferred but not essential.

Please note that the scholarship is only available to study the IWC Master of Integrated WaterManagement. It is not available for the IWC Graduate Diploma/Certificate programs or for any other program offered by UQ or any other institutions.

Selection Criteria

Typically, successful scholarship candidates will possess an excellent academic record and several years of relevant professional experience. The IWC selection panel will use the following selection criteria when assessing scholarship applications:

  • Academic record: an excellent academic record and a likelihood of success in further study.
  • Professional record: relevant employment experience, achievements, membership of professional bodies and professional references.
  • Commitment to the whole-of-water cycle, integrated and interdisciplinary approaches to water management.
  • Leadership qualities including collaboration and team work, flexibility, initiative, communication skills, integrity and vision through professional, educational, community and other achievements.
  • Potential outcomes: the likelihood of positive impacts on the individual and the watersector from participating in the MIWM Program.

Kofi Annan Scholarship for outstanding leadership potentials

Overview

Kofi Annan Fellowship for outstanding leadership potentials from developing countries. The Kofi Annan Fellowship provides the opportunity for talented and motivated students from developing countries who do not belong to a privileged class and lack sufficient financial means to study management at ESMT in Berlin and graduate with a prestigious MBA from the most international business school in Germany.

The English ACCESS Microscholarship Program in Cambodia

Overview

The U.S. State Department's English Access Microscholarship Program provides a foundation of English language skills to talented 14 to 18 year-olds from disadvantaged sectors through after school classes and intensive sessions. The program also gives participants the opportunity to gain an appreciation for U.S. culture and democratic values, increase their ability to participate successfully in the socio-economic development of their countries and improve their chances of participating in U.S. educational and exchange programs. Since its inception in 2004, approximately 44,000 students in over 55 countries have participated in the English Access Microscholarship program.

ACCESS in Cambodia

The English ACCESS Microsholarship Program in Cambodia seeks to support indigenous minority students in the country, most notably the Cham Muslim population, who have limited access to opportunities to further their educational development, particularly in areas such as English language training. We aim to increase their English language skills through general English courses for a period of two years. Since 2004, approximately 350 Cambodian students have participated in this program.

This two-year language training will build on the English capabilities of students as well as their communication skills, with the hope of enabling them to find appropriate jobs in their communities and to earn a sufficient living for themselves and their families. With a strong skill set, they may ultimately enjoy other USG-sponsored training opportunities such as human rights programs, Fulbright scholarships, and the International Visitor Leadership Program.

Currently, over 70 Cambodian students are studying English through the ACCESS program in the following areas: Phnom Penh, Kampong Cham, Kampong Chhnang, Battambang, Kampong Thom, and Kampot.

Project description

This is a two-year general English Language program for minority students. Teachers use both culturally appropriate and relevant teaching materials to train these students. The content of the courses is taught in an instructionally sound manner and includes opportunities for student interaction and engagement. Students receive a workbook containing exercises for them to practice both in and outside the classroom. In addition to classroom practice, students are provided opportunities to participate in extracurricular language enhancement activities to support and develop their language skills.

Participating English schools commit to providing a friendly learning environment and utilizing a student-centered learning approach so that participants will be able to obtain maximum benefits from their study. This objective is achieved by enabling students to develop English proficiency through four macro skills -- reading, writing, listening and speaking.

Participant Selection

Each partner organization recruits 20 - 25 potential students from its area. Each student must prove that she or he is a high school student by showing a school ID. Students for a new round of scholarships must be different from those who have received an ACCESS scholarship in the past, except for the current yet outstanding students, who may be requested to continue their study. Renewal students must be under the age of 18 and has maintained a sustained high level performance throughout the courses as evidenced by their study record. Potential students take a placement/entrance test conducted by the English-education institution in their respective location. Final selection of the proposed number of students in each area is made jointly by the partner organization and the Embassy's Public Affairs Section.

Enhancement Activities

At the beginning of the program, an Embassy official travels to each location to meet the students and present each one with a certificate of participation. Throughout the year, Embassy personnel visit the students. These visits might include round table discussions, sightseeing tours of the area, or simply lunch with the students.

Additionally, representatives from local and international NGOs are invited to participate in informal discussions in English to both inform and exchange ideas with the students about the organizations. These sessions provide a forum for both students and the NGO community to interact and communicate about issues that concern them. They also provide an excellent "authentic" experience for the students to practice their listening comprehension and communications skills with an English speaker.

Finally, the Embassy's Public Affairs Section is organizing an English immersion experience for the students around the July 4th holiday. The experience will consist of a day of all English activities, including instruction from the Embassy's English Language Fellow, English language movies, language games, and discussions with Embassy personnel. All of the students may then be invited to attend the Mission's July 4th celebration.

Program Success Stories

Students in the ACCESS program have shown a great deal of enthusiasm for participation in the program. The program completion rate is more than 95%, which is an astounding achievement when one considers that the high school graduation rate of the groups targeted for ACCESS participation is less than 10%. Perhaps this is best summed up by the moving story of one the ACCESS students in Kampong Cham. This student related that her mother and father had each been married to someone else in the 1970's, but the Khmer Rouge had killed their previous spouses. She had 8 half brothers and sisters, but she was the first one to continue her studies into high school and she credited this to her participation in the Access program. She stated that receiving the scholarship had inspired her "to study even harder and to really try to make something of [her] life."

Another success story involves our NGO partner in Phnom Penh, the Cambodian Islamic Youth Association (CIYA). Because of the level of English that its ACCESS students have achieved, CIYA was able to start a volunteer English teaching program using several of its ACCESS students as instructors. The program is open to beginner and pre-intermediate learners and usually has 15-30 students studying English one hour per day, five days per week.

In Ratanakiri, a total of 105 students have been supported through the Access Project through the NGO partner CARE International. From the first cohort of 2004-2006, among the 30 students supported, twenty are now working with NGO’s including 6 females and another is working for local government in Ratanakiri. From the second cohort of 2006-2008 program of a total of 30 students, 9 are now working for NGO’s in Ratanakiri, including 1 female. The rest of the group is continuing their education. In cohort 3 of 2007-2009 program, all the 45 students are still enrolled in school. All the graduates listed as working with NGO’s are in paid positions.

ASEAN Scholarships for Cambodia

The application period for the 2012 ASEAN Scholarships for Cambodia is extended to 19 June 2011 (10pm) Cambodia Time.

The ASEAN Scholarships for Cambodia is tenable for 4 years leading to the award of the Singapore-Cambridge General Certificate of Education Advanced Level (GCE A-Level) (or equivalent) certificate.

The Scholarship is for studies in selected Singapore schools from Secondary Three to Pre-University Two and is renewed annually, subject to the satisfactory performance of the scholar.

Students from Cambodia are welcome to apply for the ASEAN Scholarships for Cambodia to enter Singapore schools at the Secondary Three level. Candidates who are not short-listed for the scholarships will be considered for the Merit Awards.
Eligibility

Students who meet the following criteria are invited to apply for the scholarship:

* Nationals of Cambodia
* Born between 1995 to 1997
* Have completed at least Grade 10 of Senior High School / Upper Secondary
* Performed consistently well in their examinations, in particular Mathematics and the Sciences
* Offered English as a subject in Grade 10
* Proficiency in English and a good record of participation in co-curricular activities would be an advantage

Candidates short-listed for the selection test/interview will be notified at least 1 week before the selection test/interview dates. We regret that only short-listed candidates will be notified.
Application Procedure

There are 2 modes of application - online or hardcopy application. Each applicant should submit only ONE application. Please do not submit a hardcopy application if you have chosen to apply online and vice versa.

Applicants are strongly encouraged to apply on-line. For online scholarship applications, please use the online application system.

Hardcopy application

Applicants who do not have internet access may obtain the hardcopy forms from the Cambodia Ministry of Education, Youth and Sport.
