The Fulbright Program aims to bring a little more knowledge, a little more reason, and a little more compassion into world affairs and thereby to increase the chance that nations will learn at last to live in peace and friendship. - J. William Fulbright

The Fulbright Program is the largest and most acclaimed international exchange program in the world. As a part of this world-wide program, the Cambodia-U.S. Fulbright Program is an official educational exchange between the people of Cambodia and the United States "to provide exchange in educational fields based on equality, reciprocity and mutual benefit." Under the program's auspices, Cambodian and American educators, researchers, professionals and students pursue study, research and teaching in each other's countries.

The flagship international educational program sponsored by the United States Government, the Fulbright Program is designed to "increase mutual understanding between the people of the United States and the people of other countries..." With this goal, the Fulbright Program has provided more than 250,000 participants - chosen for their academic merit and leadership potential - with the opportunity to study and teach in each other's countries, exchange ideas and develop joint solutions to address shared concerns.

The Fulbright Program was established in 1946 under legislation introduced by former Senator J. William Fulbright of Arkansas. Since its inception more than fifty years ago 255,000 "Fulbrighters," 96,400 from the United States and 158,600 from other countries, have participated in the Program. The Fulbright Program awards approximately 4,500 new grants annually.

Fulbright Alumni include Nobel and Pulitzer Prize winners, governors and senators, ambassadors and artists, prime ministers and heads of state, professors and scientists, Supreme Court Justices, and CEOs.

The primary source of funding for the Fulbright Program is an annual appropriation by the United States Congress. Foreign governments and private organizations contribute through cost-sharing and indirect support, such as salary supplements, tuition waivers, university housing, etc. The Congressional appropriation for the Fulbright Program in fiscal year 2003 was $122.9 million. Foreign governments contribute an additional $28 million directly to the Fulbright Program.

The Fulbright Program is sponsored by the Bureau of Educational and Cultural Affairs of the United States Department of State under policy guidelines established by J. William Fulbright Foreign Scholarship Board. The Board is a presidentially-appointed, independent body that formulates the policies, procedures, and selection criteria which govern the Fulbright Program. Currently, the Program operates in 140 countries, including 51 countries with binational Fulbright Commissions and Foundations. A number of private, cooperating organizations also assist with the administration of the Program.

Fulbright Student Fellowship Program for Cambodian Students

A mainstay of America's public-diplomacy efforts, the Fulbright Student Program brings citizens of other countries to the United States for Master's Degree or Ph.D. study at U.S. universities or other appropriate institutions. The program has brought some of the world's finest minds to U.S. campuses and offers program participants insight into U.S. society and values. Many foreign Fulbright grantees are early-career professionals who will return to take leadership positions in their home countries, often working at universities or in government service. Fulbright Program for U.S. Students

Every year, Fulbright offers over 1,200 American grantees the ability to study abroad. Fulbright Student Grants are available to more than 140 countries worldwide. This program offers one academic year of study, research or teaching assistantship experience. Projects may include university course work, independent library or field research, or professional training in the arts. Fulbright Scholar Program for U.S. Lecturers

U.S. Lecturers come to Cambodia not only to teach courses, advise students, work closely with Cambodian faculty, and enrich the American Studies programs of participating universities, but also to learn more about the country, its people and its culture so that they may return to the United States better able to teach others about Cambodia. To fulfill the goals of the program, this mutual exchange must benefit both the host university and the U.S. Lecturers. Fulbright Senior Specialists Program

The Fulbright Senior Specialists Program provides short-term grants of two to six weeks for U.S. faculty and professionals to collaborate on curriculum and faculty development, institutional planning and a variety of other activities with their host institution(s). To be eligible for an award, the scholar must first apply to be included in the Fulbright Senior Specialist Program Roster. The potential host university must then initiate an award application requesting a specialist for a particular project. The Public Affairs Section of the U.S. Embassy is pleased to announce the recruitment of candidates for the academic year 2012-2013 Humphrey Fellowship Program. This Fellowship brings accomplished mid-level professionals to the United States for a year of academic and professional work. Fellowships awarded under the Humphrey Fellowship Program are subject to the availability of funding.

The Hubert H. Humphrey Fellowship is a one-year, non-degree program of combined academic and professional training for accomplished mid-level professionals who demonstrate strong potential for leadership. The fellowships are granted competitively to both public and private sector candidates with a commitment to public service in the fields of:

* Agriculture and Rural Development
* Communications/Journalism
* Economic Development
* Educational Administration, Planning and Policy
* Finance and Banking
* Higher Education Administration
* HIV/ADIS Policy and Prevention
* Human Resource Management

To be eligible, applicants must have the following qualifications:

* Demonstrate commitment to public service and potential for advancement in their professions.
* A minimum of five years of professional experience commensurate with the type of study and training experience they seek and should be policy rather than research or technically oriented.
* Completed a university degree program requiring at least four years of full-time study in order to qualify for admission to U.S. programs of graduate study.
* Proficiency in both written and spoken English with a minimum TOEFL test scores of 525 paper-based or 71 Internet-based. Candidates with lower scores may be nominated for the Long Term English Training.
* Demonstrate the required experience, skills, and commitment while also indicating how they can benefit from this program in ways that they have not already experienced.

Persons are not eligible if they are:

* Recent university graduates, even if they have significant positions.
* University teachers with no management responsibilities.
* Individuals who have attended a graduate school in the U.S. for one academic year or more during the seven years prior to August 2011.
* Individuals with other recent U.S. experience (more than six months during the five years prior to August 2011).


The Humphrey Fellowship grants provide round-trip transportation to the United States, tuition fees and living expenses for full-time study. Grant provisions do not include financial support for dependents.

Applicants who do not already have an official TOEFL score of 525 or above should plan to take the TOEFL Institutional Testing Program (ITP) on July 16, 2011 at the Royal University of Phnom Penh. Registration for the ITP is available through the Educational Advising Center at RUPP from Monday-Friday, with a registration deadline of July 9, 2011. Scholarships to study in NZ triple

OPPORTUNITIES for Cambodian students to study in New Zealand have now tripled, with 30 new postgraduate scholarships to the nation’s universities now being offered from next year.

The threefold increase in scholarships was announced in Phnom Penh by New Zealand ambassador Bede Corry at the first reception staged to welcome Cambodians who have studied in New Zealand.

Corry also announced a new English language training course for senior government officials. The first batch of five senior officials to study under the programme are about to leave for their one-month placements.

This gives them the chance to improve their English and build important links with their New Zealand counterparts, said Dr Phoeurng Sakona, Minister for Education, Youth and Sport.

Twenty officials a year study in New Zealand for up to five months under a scheme to upgrade their competence in English and improve cultural and regional cooperation. The scheme has been running for nearly 20 years, building key links between government officials in both countries.

New Zealand ASEAN Scholars Awards (NZAS) were introduced in Cambodia in 2005, giving students the chance to complete postgraduate studies in Auckland, Wellington, Christchurch, Dunedin or at one of the many other world-class universities in the country.

Over the past five years, New Zealand has invested more than US$5.5 million in schemes to improve human resources development in Cambodia, said the ambassador.

“Education is important in itself. But it assumes even greater importance as our region and our world changes around us,” said Corry.

“And it’s not just those with scholarships who can choose to study in New Zealand. IDP is now providing counselling for study in New Zealand. Let’s help others benefit from a New Zealand education and become part of this wonderful alumni network that is our Kiwi family in Cambodia,” he added.

Under the scholarships, successful recipients get financial help for tuition fees, living costs and airfares to New Zealand.

Nearly half have so far been given to women, noted Phoeurng Sakona. “I am even more delighted to know that the education sector has received the most NZAS awards compared to other sectors,” she added.

“We need more women with equitable access to education to further the socio-economic development of Cambodia. We need more teachers, trainers and professors with world-class qualifications to pass on their well-rounded knowledge and skills to the younger generation,” said the minister.
